From the Rare Disease Database:
Sirenomelia affects males more often than females by a ratio of 2.7-1. The exact incidence is unknown, but Sirenomelia is estimated to occur in approximately 1 in 60,000 to 100,000 births. Sirenomelia occurs with greater frequency in one twin of identical (monozygotic) twins than it does in fraternal (dizygotic) twins or individuals.
Unfortunately, it is not a condition with long-term survival rates, the oldest recorded afflictee lived until 27, the next oldest only made it to 10. There is only one known living survivor currently, last recorded age, 13-15.
Going on percentages, the answer (mathematically speaking) would be 0.0000013 of global population.
