Scuttle isn't a seagull in The Little Mermaid 2023 remake but a wholly different species of bird, and there is a pretty cool reason as to why.
Scuttle in both versions of The Little Mermaid
SUMMARY
The live-action remake of The Little Mermaid made changes to the character design of Scuttle, turning him into a Northern gannet instead of a seagull.
The decision to change Scuttle's species was made in order to elevate Ariel's narrative and create a more impactful moment when she breaches the water's edge.
Scuttle's new design as a sea-diving bird allows Ariel to meet him in the water and obtain information about the surface, altering their routine meetings.
Although Scuttle is a seagull in Disney's original animation, The Little Mermaid live-action remake features the endearing character as an entirely different species of bird. The recent remake stayed generally true to the 1989 animated film's overall storyline, despite making several changes for the sake of modernization and a smoother transition into the live-action format. Character design adjustments proved essential in bringing the animation to life, especially in considering The Little Mermaid's supporting animal characters.
One of the 2023 live-action's larger changes was an unsettling reconceptualization of Little Mermaid's Flounder and Sebastian, Ariel's anthropomorphic sidekicks. Their design changes may have been unnerving for Disney fans used to seeing bright and bug-eyed versions of their animated counterparts, however, their realistic revamps were necessary for the believability of the live-action adaptation. Scuttle would have faced similar baseline alterations to his animated design, but director Rob Marshall decided to change the species of The Little Mermaid's favorite bird altogether.

According to IndieWire, the decision to change Scuttle's species was made with the intention of elevating Ariel's narrative. Unlike the animation, where Ariel is shown breaking the surface of the sea for rendezvous with the seagull version of Scuttle, Marshall wanted to make it so that Ariel had never been to the surface, raising the stakes for when she finally did breach the water's edge in The Little Mermaid's live-action rendition. While Marshall's creative development made for an emotional and exciting surface scene for Ariel, it also meant that Ariel and Scuttle's routine meetings above water would be compromised if something didn't change.
Consequently, Scuttle was changed from a land-faring bird to a species of sea-diving bird that has a much more natural connection to the water. In defense of Scuttle's live-action revamp, Marshall spoke with IndieWire to confirm that the decision for Scuttle to appear as an entirely new species was crucial to developing Ariel's story:
"After she sings 'Part of Your World' and she goes [to the surface] for the first time, it's so shocking and so thrilling. It's better storytelling. But then I realized, well, Scuttle, how does she know everything that's up there? We decided to make [Scuttle] a diving bird so that she could come down and Ariel could meet Scuttle in the water and get all that information there, not above."

Upon first glance, the Northern gannet doesn't look too far off from a seagull, as it is characterized by snow-white coloring, a distinctive beak, and an imposing wingspan. The Northern gannet's familiar physicality coupled with Matthew's creative rationale makes Scuttle's design change a refreshing update that, despite facing backlash, contributes to the innovative approach of The Little Mermaid's live-action remake.
